Startup Grant (Starttiraha)


Support for New Business Owners

Starttiraha is a financial support granted by employment services for new business owners for 6–12 months. It is available to unemployed individuals, those transitioning from paid employment, home duties, or the final stages of studies into a full-time business owner. Expanding a part-time business into full-time operations may also qualify. The grant must be applied for before officially starting the business or expanding into a full-time business owner, but under the new 2025 law, business operations can be started at the entrepreneur's own risk even before a decision is made. The grant is paid monthly in arrears.


Before submitting your startup grant application (or immediately after submitting it), schedule an appointment with a business advisor and a startup grant specialist in your employment area. The specialist will review the eligibility criteria for the grant, required application documents and potential additional guidance you may need.

If you already have a business plan and profitability calculations, send them via email to the Uusyrityskeskus Enter business advisor before your consultation or bring them with you to the appointment (booking required). You must write the text portion of the business plan yourself, but you will receive guidance during the consultation. Profitability calculations can be prepared together with the business advisor or in business classes. You can also attend the consultation just for discussion—you do not need to have the business plan or calculations ready in advance. 

If you are applying for an extension of the startup grant or transitioning from part-time to full-time, you will typically need to provide the company’s most recent profit and balance sheet statements. Send the documents as an attachment to your electronic application or via email to the employment services startup grant advisor and to the Uusyrityskeskus Enter business advisor, if you have also booked a business consultation.

Startup Grant in a Nutshell:

  • €37.21/day (in 2025), approximately €800/month, taxed at source (usually -25%)
  • Paid monthly in arrears to full-time business owners, for up to 5 days per week
  • Application is submitted online via the Työmarkkinatori e-Services portal
  • Required attachments: Business plan, profitability calculations and tax debt certificate (see additional instructions at the end of this page)
  • For part-time business owners or those applying for an extension, recent profit and balance sheets (or equivalents) must be provided (available from your accountant)
  • Financial calculations can be prepared with Enter's business advisors or during an business class
  • Allow enough time for the application process (preferably about 1 month)

*) How to Download a Tax Debt Certificate as a PDF in MyTax (OmaVero):
You can save your tax debt certificate as a PDF file in the OmaVero online service:

www.vero.fi/omavero

Instructions:

  • Log in to the OmaVero service.
  • Go to "Omat veroasiat" (My Tax Matters).
  • Select the "Toiminnot" (Functions) tab.
  • Click on "Todistukset" (Certificates) > "Verovelkatodistus" (Tax Debt Certificate).
  • Follow the steps: "Vain kerran" (Only once) > "Seuraava" (Next) > "Lähetä" (Submit).
  • Open the tax debt certificate. The certificate will be displayed, and you can save it as a PDF file on your computer.
  • The certificate can also be ordered by mail to your home address.
